WMTW-DT Portland

WMTW 8 COL is Poland Springs.I noticed that on the air they list their DT COL as Portland.Are there many stations that changed their COL for their DT signal?
 
I often wondered why WMTW-TV/DT couldn't get a new city of license, now that their digital transmitter is in western Maine? Could WMTW-DT have been licensed to Portland itself if the FCC said so?

The problem is that you can't remove a city's only allotted channel. So if WMTW were to change its city of license to Portland, some other station would have to be licensed to Poland Spring first.

(you would think the FCC would make an exception here, as I'm sure the only reason WMTW wasn't licensed to Portland in the first place was because they couldn't quite get a city-grade into Portland from Mt. Washington. But I'm sure they're VERY reluctant to open that can of worms.)
