WNOV-860 and its 102.5 translator (Majic 102.5) are off the air.

This does not mean they will be off that long, they can be off that long legally.
STA's are often extended for long periods of time.
If come January 2013, they can show the problem is beyond their control, they could get an extenstion of that date.
You are right, I combined apples and oranges here. They do give extensions to an STA for stations for years sometimes, these are stations that have an STA for reduced power usually,and are broadcasting, just with different power or site, like WSPY AM GENEVA(CHICAGO), IL. they have been running on a long wire for years, when they lost their 4 tower site to a,housing development. I'm pretty sure the FCC can't extend the silent STA past March 29, 2013. Once they've been off for over a year, the Communications Act requires the Commission to cancel the WNOV license.
