They might also have a 24/7 station in Washington, DC, on 1390, but lacking a current website.
You're right, the Russian government is also broadcasting the same programming 24/7 on an AM in the Washington, DC area.
The Russian programs are something different to listen to every once in a while. It is interesting to listen to the Russian take on the news, and catch the Moscow weather. It is much easier to listen to than Radio Moscow used to be during the Cold War. But you have to wonder how many Americans even know it is there, and would care or bother to listen.
No doubt the Russian 24/7 lease pumps a little extra money into the American economy in general and into Multicultural Radio Broadcasting's pockets in particular. It also reduces the number of ethnic block time broadcasting hours otherwise available in the NY market and likely by cutting supply boosts prices a bit for AM station owners.
Both the Voice of America and BBC now do the same kind of local broadcasting on stations in foreign countries by leasing them.

And yes, VOA is on local media in other countries, and yes, it would have been OK to lease to the Reich in 1939, and no, few will ever listen to this inferior facility.
