WOAP 1080.

WOAP had a CP to Incress Power and add Night Service. Because of the CP WTIC had to switch To Nighttime Pattern At sunset Harford time instead of Dallas Sunset time. WOAP has been sold and is back to 1 Kw Daytime only. My Question with all the time,money and Effort put into the CP and the fact it effected a 50 KW full time station (WTIC ) Can WOAP add Night Service with maybe 250watts or less and only one additional tower?

Nope. You'd never make your money back. You're better off applying for an FM translator, or stream it 24/7 via internet and shoutcast mobile app.
