I did some Google searching and I found this interesting press release from 2015:

I looked for each of these communities on Cable Search, and entered their ZIP codes on Zap2it. (Arbuckle was already mentioned; it's linked with Maxwell and Williams.) Six of them didn't turn up on Cable Search, but did show up on Zap2it:

Cool didn't turn up on Cable Search, but Zap2it pulled up Comcast Placerville while xfinity.com said it was out of their footprint.

Isleton was not on Cable Search or Zap2it; Comcast may have shut this system down.

As for the others, Santa Cruz and Scotts Valley are linked with each other, Lodi is linked to Stockton and Rio Vista is linked to Vacaville.

Back to Isleton, are there any other instances of Comcast, Time Warner, Charter etc. shutting down "bad" systems or selling them?

I've mentioned this system before on this thread, but I would not be surprised if Comcast's system in Monmouth, IL (population 9,444 per 2010 census, and Warren County seat) could eventually join the ranks of Isleton. No HD that I'm aware of, no local subchannel netlets, a LOT of cable channels introduced in the last decade still not offered even on digital (e.g., Big Ten Network) and I don't think Comcast/Xfinity offers high-speed Internet on that system. Plus I counted only 21 non-premium, non-Music Choice channels on their "digital cable." I couldn't tell if their lineup was "all-digital" and encrypted--wouldn't surprise me if channels 2-64 are still analog. The lineup in Monmouth hasn't changed much since the end of the TCI era in the late 90s--which was the last time the system had a major channel realignment.

Comcast probably hasn't lost enough customers to the dishes in Monmouth (yet)
 
Also only carries one Minneapolis station (CBS)! Carries ABC and CBS from Sioux Falls, FOX and NBC from Fargo, and PBS from Appleton

But a couple notes on it
-almost all of Park Region cities are in the Fargo DMA. The only other one that is in the Mpls DMA is Ashby, which is barely in Grant County (but gets the same stations as the other ones...Fargo, Mpls CBS, and the KWCM PBS translator in Fergus Falls)
-Appleton is in the Minneapolis DMA
-I'm not too sure about KABY Aberdeen,. SD. Last year the tower collapsed and I dont think they rebuilt it. The card shows from 2014. Its possible they may be giving them WDAY Fargo but since zap2it shows the "other" lineup (the one in all the other markets) I'm not sure what they are carrying.

Another one I wouldn't really put down as WORST (as defined in the 1st post of this thread) but Runestone Cable in West Central MN (servicing about a dozen small towns) does warrant some mentioning for a few reasons
-other than the Big 4 + MY + PBS in HD the only other HD stations they carry are ESPN and FSN.
-their cable offerings are kinda slim as they dropped Viacom during the big spat a couple years ago
-they carry KSTP ABC in HD now TWICE! The cable system carries KSAX Alexandria (which is a satellite of KSTP) because its closer and had a news cut in and local commercials. The news portion ended in 2012. But until mid 2013 KSAX was only in SD. So they carried KSAX in digital SD and analog and for HD it was KSTP from the cities. When KSAX upgraded to HD they still carry it...even though now KSAX is a 100% satellite (commercials and all) of KSTP.
-there is a HUGE price difference if you have a HDTV or if you don't. So lets say you want the subs that they carry (me, this, antenna, get, grit, etc) and you HAVE a HDTV. You can get by with lifeline for 25.00. but if you DONT have a HDTV (or a QAM tuner) you MUST get regular cable + digital cable to get those feeds. Lets see...thats almost $70 (with the DCT box)! Side note...at least as of a year ago when I last visited my uncles the music stations (although not mentioned) are in QAM too ;)
