These days it means a lot if a station even HAS a news operation.
Think back to 1977. In Buffalo, quality news operations were up and running at WBEN-AM/FM, WKBW, WGR and WGRQ, WBUF, WNED's predecessor WEBR, and WBFO. In Rochester there were respectable news operations at WHAM, WBBF, WAXC, WROC, WVOR, WDKX and WCMF. How many of those newsrooms are still up and running today? These days in Buffalo it's WBEN vs. the public stations, WNED-AM and WBFO-FM. In Rochester you have WHAM vs. WXXI-AM vs. WDKX's public affairs programs, one rimshot, WYSL, making an effort to serve Rochester, one more (the Finger Lakes net based at WGVA) serving the outer counties to the east, and everyone else pretty much on the sidelines.
To me the worst news operation is no local news at all, and in both markets, that means there's a multi-way tie for worst.
