WOSM/Ocean Springs pending upgrade to 100kW - Status?

Charles Cooper holds a CP to upgrade WOSM-103.1-Ocean Springs from C2 to C1 status. If built, the new 100kW signal will include most of the Mobile metro area within it's primary contour.

The CP has been extended once and is currently valid until February 3, 2012. Haven't heard much about this lately. Anyone know if plans are still on to build it out?
