Would it have been smarter for CBS not to re-merge with Viacom?

It seems like a lot of that company's problems could have been avoided if they didn't try to go back after Viacom, which was already a sinking ship when they bought it. The only thing they really could have maybe picked up was trying to get the rights to a few kid's shows for their streamer, but probably just merging CBS All Access and Showtime could have worked.
 
CBS and Viacom were effectively controlled by the same company already, Sumner (now Sherri) Redstone's National Amusements Inc. So while CBS had a separate NYSE listing from Viacom, and the managements were different, there was probably board overlap, and National Amusements held enough stock to control both entities. Everything else was rearranging deck chairs on the Titanic, which Sumner seemed to like to do when he got bored.
