Not listed on radio-locator and no construction visible on Google maps, but the FCC website has this on file.
I guess relocating the plant a few kilometers northeast or southeast is cost prohibitive.
 
This was from a 1997 app to increase night power to 15 kW. It would still have come from Roanoke, but with a fourth tower added. The conclusion at the time, apparently, was that the 9800 watts worked OK at night and the expense of building another tower wasn't warranted.
 
Didn't know it went back that far. Another issue might have been that the null into Fort Wayne looks to be even deeper than it is now. This could result in more distortion if the array is not flat from 1180 to 1200.
 
The null to WLIB isn't on the same axis as downtown Fort Wayne, which is northeast of the Roanoke site. The south side of FW would have had a little more nulling, but the north side, where the growth is and where the money is, would have had more signal.
