WPAZ Request Silent STA Extension

According an FCC Filing on Tuesday, 6/18, Four Rivers Broadcasting has applied for an extension of the silent STA for WPAZ, Pottstown. The application states:

"AS PREVIOUSLY REPORTED THE STATION WENT SILENT WHEN THE FORMER LMA FELL THROUGH. AT THIS POINT FOUR RIVERS IS DEVELOPING A NEW NON-COMMERCIAL EDUCATIONAL PROGRAM FORMAT FOR THE STATION. IN THIS REGARD WE RECENTLY APPLIED FOR A NON-COMMERCIAL EDUCATIONAL LICENSE FOR THE STATION. THIS WAS APPROVED BY THE COMMISSION ON JUNE 11, 2013. DURING THIS TIME WE ARE DOING MAJOR RENOVATIOS AND CLEANUP AT THE STATIONS STUDIO AND TRANSMITTER. A NEW TRANSMITTER AND AUDIO PROOCESSING EQUIPMENT ARE BEING ACQUIRED. WE ANTICIPATE RETURNING THE STATION TO OPERATION DURING SEPTEMBER 2013. IN ANY CASE THE STATION WILL RESUME OPERATION BEFORE NOVEMBER 14, 2013."

Which brings 2 questions!

Section 1: I thought the WPAZ calls were parked elswhere. When did it get changed back from WBZH? Glad to see that though.

Section 8: What is it?

I think non-commercial formats (or hybrid revenue models) should strongly be considered for marginal AM stations. I'm not so sure that such a format is viable for 1370. That said, I think a better alternative that could cover both Reading and Philly could have been 690. Granted, it's only a daytimer, but I think the powers-that-be could get more mileage out of that station.
