Probably the Canadian viewers since they support the two stations(WPBS and WQLN) enough to campaign against their removal. Both are staying put now.
 
I'm guessing that WPBS is paying for the feed so they won't lose all those Canadian viewers - and dollars. WQLN would be wise to check into that - if it's not too late.
