This station is off the air, but why?

Speaking with station officials, i was told it's interference complaints.

Speaking with the FCC, they can't provide me with information as the legal counsel for WPEB wouldn't provide them any information and WPEB's STA to remain silent was never granted.

Speaking with an assistant to WPEB's legal counsel, they aren't quite sure.

Speaking with WPVI's Engineering Supervisor, he's aware of no complaints.

So what's the real story? Why is this station off the air? Folks, I know it's only 1 Watt at 49 feet.. but they are truly community broadcasting at it's finest, catering to the needs of their audience.
 
Last time I heard the station, they seemed to be having a major technical issue.

West Philadelphia Educational Broadcast (WPEB) was founded by a group of civic-minded residents in 1978. Its focus was and is the development and implementation of self-help and community-oriented programs and services.

WPEB is a ten Kw station based in Southwest, Philadelphia, Pennsylvania. We reach 1.5 million household listeners in the Greater Philadelphia area daily. Our listening area includes Cheater, Bucks and Montgomery counties in Pennsylvania; the southwestern counties of New Jersey; and northern Delaware. Specifically, we reach North, South, and West Philadelphia; Gerrmantown, Mt. Airy, Chestnut Hill, and the Lower Northeast.
