WPFB & WPAY Sold To WNKU

From Kiesewetter's Blog

WNKU-FM’s unique “AAA” format won’t have any reception problems on Feb. 1, when the NKU public radio station takes over Middletown’s WPFB-FM (country “Rebel” 105.9) and Portsmouth’s 100,000-watt WPAY-FM (104.1). The two new FMs will give the new “WNKU Radio Network” reach from Urbana and Piqua north of Dayton, to Richmond, Ind., and beyond Huntington, Charleston and Parkersburg, WVA; and Maysville, Ashland and nearly Morehead, Ky. WNKU-FM will triple its potential audience to 3.1 million people. Wow!

It will still have reception problems. You can't pick up WNKU in Bellevue anymore because of 92.5 and 94.1 not fixing their faulty transmitters.

Bandit, maybe you should get a new radio. I've had no trouble with WNKU in my travels to Party Source, Paasquale's, or the Levee. Once again, you prove that you have absolutely no concept of the radio business at all. The WNNF and WOFX transmitters are not faulty. Why don't you call Cumulus and ask them?

Because Bellevue is RF Hell, that's why. Maybe you didn't notice all of them big red and white shiny lights blinkin' radio towers on the Ohio side. You're right across the river from most major signals, and you're in between two big hills. What do you expect?

A sad day for Middletown and Porstmouth. I wonder what will become of WPFB-AM former home to the late great Paul "Moon" Mullins?

No, they won't. Any commercial station can operate non-commercially just by notifying the FCC they intend to do so.

What kind of a signal do you get on 105.9 in Bellevue?

Same thing. It's just bits and pieces of WOFX, WNNF, etc.

I used to get 105.9 great in Highland Heights, but that was before the dial became clogged with so many bad transmitters.

I expect to get WNKU on 89.7 like I used to when I first moved to Bellevue.

I'm sure alot of WPAY listeners are going to be quite dissapointed. Maybe WNXT will pick up the long time country format once WNKU takes over.

Does WNXT still have the horrible signal it had back in 1990? I remember back then it was CHR with no DJ's. The spoken top-of-the-hour ID sounded like the voiceover guy from the old 'Super Friends' cartoon.

There is WLGC 105.7 just down the river in Greenup KY that puts a good signal into Portsmouth. Also WTCR 103.3 and WDGG 93.7 boom in from the Ashland/Huntington area, so the country fan base is pretty well covered there....

It has a 1st adjacent at 99.5 in Point Pleasant, Wva across the river from Gallipolis which blends with it east of portsmouth. West and north of Portsmouth WNXT comes in ok but south due to bigger hills and east due to the first adjacent I mentioned they will have issues. Jackson's WCJO, Waverly's 100,9, along with WLGC Greenup Ky, WTCR and WDWG will keep country listeners entertained but not with a good intown signal. If WNXT picks up the Country format it will still give Portsmouth a local country station.

When commercial 101.1(Now WOSA) FM in Columbus was sold to tOSU, the FCC specified as a condition for the approval of the sale, that tOSU apply for an license modification for 101.1, which was approved today. So, WPAY would have to apply for a license modification to specify operation as a Noncommercial FM Station?
There was a objection filed to the sale of 101.1 to tOSU but was dismissed by the commission.
I wonder if some objections will be filed against WPAY selling their station?

Here is the license modification for 101.1 in Columbus to Specify Operation as a Noncommercial FM Station:

http://licensing.fcc.gov/prod/cdbs/pubacc/Auth_Files/1379217.pdf

BMLED-20100716ABW
Call Sign: WOSA
Facility Id: 28644
This license modifies license no.: BLH-19921109KC to Specify Operation as
a Noncommercial FM Station
Subject to the provisions of the Communications

The sale contract between Fun with Radio and OSU explicitly included this clause:

"b. Filing of FCC Application. The parties agree to proceed as expeditiously
as practical to prepare an assignment application for FCC Approval (i.e., FCC Form 314) and for
the approval of the conversion of the Station on or after the Closing Date from a commercial
station to a noncommercial station (i.e., FCC Form 302-FM), and to file said applications with
the FCC not later than ten (10) business days after the date of this Agreement. The parties agree
that the applications will be prosecuted in good faith and with due diligence."

That's a contractual obligation between a willing seller and a willing buyer, not any sort of FCC requirement.

I haven't seen the contract between NKU and WPAY/WPFB yet, so I have no idea whether it includes a similar clause. If NKU for some reason wanted to operate 105.9 and 104.1 as commercial signals, there's nothing in FCC rules that would stop them from doing so.

There was a objection filed to the sale of 101.1 to tOSU but was dismissed by the commission.

It could happen. As we've seen in the 101.1 sale, it's only a minor inconvenience to the parties involved, not anything that would actually stop the sale. A transfer from an existing FCC licensee to another existing FCC licensee is pretty much an automatic process these days.

Still on the market. 910 and its FM translator.
