WPVI Digital Problems Still?

With all the massive complaints against WPVI DTV 6 signal. Why they can't move to a different channel? Look what happened to their sister station in Chicago WLS-TV, or others such as KTVT in Fort Worth, or WHDH in Boston.
 
And every high-VHF and UHF channel is either taken or short-spaced in Philadelphia? The only available frequencies in Philadelphia itself would be 2, 3, or 4 (which would be as bad or worse). The only other available frequency anywhere in the market would be Channel 51, and closest you could put it to Philly would be WMGM-TV's stick in Avalon which would also make reception even worse in the Philly Burbs.
