WPVI Over-the-Air

I noticed that WPVI has special temporary authority to increase power from 34kw to 62.9kw. Does anyone know if they are testing the higher power or switching back and forth between the lower and higher outputs? The reason I ask is that some days I get Channel 6 perfectly, and other days it is very pixelated or non-existant. I live 7 miles from Roxborough in Delco, and am using an RCA Indoor Square panel antenna. Thanks.
