Interesting. Pittsburgh is a relatively small city all things considered. Even when most stations in that market only had news offerings at 6 am, noon, 6 pm and 11 pm there was a lot of repetition, and sometimes you'd even see stories repeated the following day. I'm not sure there's a great benefit to adding a 4 o'clock newscast or that it'll bring anything new or different.

It doesn’t need to offer that much different. It offers convenience for people to choose the time they want to watch, with an investment that (ideally) can be offset by keeping all the avails. If your reporters are already out for a 5 and 6 pm live hit, it’s a reasonable way to get more from that investment by having them do a 4 pm hit.
