WRBQ vs. WSRZ

A radio listener here asking for an explanation from radio insiders...

It seemed to me that Tom Kent started several months ago on WSRZ, at least on weekend nights. Last night I heard him on WRBQ a few seconds behind what was being played on WSRZ. Since they signed up with him first, wouldn't the management of 108 (Clear Channel) have first rights for a syndicated program in a particular market? Surely they don't think of Sarasota and St. Petersburg as being truly seperate markets. Syndicated or Live, if you're going to compete, you ought to be unique.
 
They really are two markets. Even though some stations can be heard in parts of either market, they are separate. If they were the same market, Clear Channel would have to unload a whole bunch of stations.
 
OK, then forget about 'radio markets' for a minute.

If you were a manager of a station, and knew that a clearly heard signal in your hometown was about to start carrying your same program (that you might have spent some money promoting), would you/should you not have some sort of compensation from the syndicator?

I am not sure if WOCA in Ocala still carries Rush, but I would have been plenty annoyed when Premier started carrying him on WSKY in Micanopy with no compensation.

Is this the beginning of a return to radio 'networks' where the local station has no call over the schedule or who is on the network?
 
I could be mistaken but I think WOCA is a special case. They get to keep Rush because they were one of his very first stations.
 
I do know that WDBO in Orlando was one of Rush's first stations. They went so far as to sponsor some of the 'Rush to Excellence Tours'. However, the syndicator yanked the program over to WFLF.

The same thing happened to WWBA and Sean Hannity wherein they carried his national show from early on, only to see it get pulled to WFLA. It would seem if a station is going the syndicated route, they are really putting their programmming at the mercy of the whims of somebody else.

This kind of gets back to another thread on this board, "What Does a Program Director Do Nowadays?"
