WRFG, WRAS & WREK

I wonder; Why doesn't at least one of those stations try to fully (or somewhat) fill in a popular, more established format gap by means of scheduled specialty programming or a full format program, similar to how C89.5 KNHC Seattle does or what WMPH Delaware did?
 
This might be apocryphal, but supposedly Album 88's charter (and maybe WREK's) said that they couldn't duplicate commercially-available programming. This became an issue when Power 99 flipped to alt 99X and started playing a lot of stuff on Album 88's playlist.

What "popular, established format gap" do you suggest? While Album 88 mostly plays "college radio", both WREK and WRFG have a quite diverse list of shows.
 
I remember back in the 80's when we had fewer stations, that was half of the problem. These stations were just sitting there occupying good frequencies......and doing nothing with them.

Move to 2010, we have more stations, but these 4 (including Clark jazz) are same as always.
