They can as long as they’re not promoting a film/tv series covered under the contract. So if they are promoting a book, podcast or live show they are ok to appear (if they are comfortable doing so). Interestingly John Waters was just interviewed and he could only discuss his films from the perspective as a director. That said, the talk shows will have difficulty finding guests and we will probably see a lot more authors, politicians and musicians until the SAG-AFTRA strike is settled.
 
Provided they have at least some semblance of a resident SNL cast in place they should be able to pull a show together in a week..It's what they regularly do throughout the season, and that quick timeline is one of the things that makes SNL such a pressure cooker environment to work in. Regarding hosts, the show is shot at 30 Rock in NYC. As Letterman, Colbert, Jimmy Fallon and Seth Meyers have proven when they need to find "fill in" guests in a hurry when someone booked for their show falls ill or can't make it, there are a number of well-known NY-based actors who are solid and can be booked in a pinch when needed. SNL does it all the time when they want famous actors for cameo bits - Robert DeNiro, Alec Baldwin, folks peforming on/off Broadway, the list goes on.
