wrki co-channel pirate interference

Last weekend interference from a non-english (sounds like spanish but not sure) strong signal on 94.9. Today on and off on 95.3.

I am in Northern Rockland county, driving around it is pretty strong, enough to cause interference to 95 1

Annoying. A local pirate or is anyone else picking it up?
