I was looking through radio-locators web site and noticed that it said WRLL was off the air. I know it is still on the air but this is strange. I cut and pasted below.

More than likely, CC never let the FCC know that the station is officially on the air, or the FCC never got the information up-to-date on the site. It's like WCGO where radio-locator.com only shows the station as daytime only station, where in reality WCGO is a daytime station with 23watts of night power. The FCC site lists WCGO's night power as plan. I don't know how long it's been like that. But for the 23 watts, it's heard in Gary with no interference, or WCGO is operating on daytime power at night.

I doubt that CC would let that slide through. They are very on top of things when it comes to FCC stuff.

More than liekly it is teh FCC database, which is well known to be about a decade behind. Yes I am exagerrating a bit.
