WSB Radio no longer involved with EAS?

I heard that the EAS plan for Georgia is changing, and that WSB-FM B98.5 will no longer be the State Primary or Local Primary station. That duty will go to WLTM 94.9 Lite FM and Clear Channel. (According to the latest plan still in the final stages of development.)

Why is this happening? Is there something wrong with WSB-FM's signal that is causing the change? Why the move away from the heritage FM signal? Cox doing something wrong?

I understand plans need to be changed, but to place the EAS (at least this portion), in the hands of Clear Channel?

I think it was due to mistakes. A little while ago, a required monthly test was skipped two or three times. A couple of years ago, they faded out the EOM tones for the RMT, causing stations to rebroadcast WSB-FM (DJ banter+commercials) for about two minutes or so.
