WSBE (RIPBS) Celebrating 40 Years

This year marks the 40th year of Rhode Island PBS. And to celebrate this, they made this montage of all the kids shows that currently air on RIPBS, including the obscure ones. To this montage, they used the song "You're My Best Friend" by Queen. Which is appropriate, since it contains the lyrics "oooooh you make me live." And I guess it shows that all the characters on the kids shows are "best friends." But sadly, this station no longer airs Mister Rogers. I was told it was because his family passed away, and they can't renew the license from his family. But I'm not quite sure what that means, because lots of PBS stations still air it, including NHPTV. However, I DO know that if you receive WSBE over the air, it's off the air from 11:30pm until 7am. But they're on 24/7 on cable. Is this also true with DirecTV?
 
The fact that they still sign off BEFORE 12 midnight just tells you all you need to know about how strapped RIPBS is.
