Urban legend, I believe. Although in the pre-FM early to mid sixties, there were only about 9 or so stations in the market that got ratings, so 13th would mean, essentially, about 10 listeners.
 
WLS made regular appearances in the Nashville book in the mid and late 70's:
then FM arrived...
 
Isn't that time frame about when YOU started at 92-Q, Chris? That would explain the demise of WLS's success here.
