WSTR: An AC reporter?

A lot of Hot AC stations and the "Mix" branded stations are on this list, so I'm not sure how much of a development this is.

I joke about the National Board of Nomenclature and Enforcement of Radio Formats, but is there any real entity in the world of broadcasting that makes authoritative decisions about the definitions of formats, and determining what format a given station is using? Even if there is no promolgulated standards, is there any sort of de facto standard that all radio and music production professionals universally agree on? Or is this one of those make-it-up-as-you-go-along things that people argue about for the sport of it?
 
They also have 105.7 The Groove as a Top 40 reporter - this is why I use Mediabase

EDIT: I guess they don't differentiate between Top 40 and Rhythmic?
