You beat me to the punch...the key isn't the power, it's the new antenna pattern. WPAY in Portsmouth (1st adjacent at 104.1) just finished their new tower which is slightly to the south of their old site. This allows WTDA to loosen the directional null to the south and send more signal toward downtown.
Recall initially that WTDA initially filed a "Triggering" application that could have forced the reclassification of WPAY to a Class C0 station, since their tower was below full Class C facilities. Class C0 gets less protection than a full Class C and would have allowed WTDA to eliminate the null to the south or even perhaps move the tower slightly to the south.
WPAY was permitted an opportunity to counter-file and build a full Class C facility. Eventually their hand was forced when their tower fell during an ice storm. They finished construction in September (just under the wire before their CP would have expired!)
