WTUS-LP Tuscaloosa

Pirate Jim reports that one of the three 103.3 Tuscaloosa LPFM's is now on the air: the station in question being WTUS owned by the Convention and visitors bureau. I'd assume its being operated as some sort of FM TIS, but can anyone confirm that it is operating?

I just tuned to 103.3, and I don't get anything. Maybe it's in testing right now and only on some times of the day.

Exactly how is this channel sharing supposed to work? And if the other two stations fail to get on the air by a certain point, do they lose their CP's?
 
It's Monday afternoon, and WTUS-LP is on te air, calling itself Welcome 103.3. At the moment, they're playing a tape of a tour of the city, suggesting things to see. I'm located just west of the stadium on Bryant Drive, and the signal is marginal at best. The only radio I can get a decent signal on is my old Realistic AM/FM/shortwave, which has a very sensitive FM tuner. The station is broadcasting a stereo signal, which, IMHO, is a bad idea, considering how weak the signal is. It'd be much better if they went mono to increase their range a bit.
