WVIP 93.5 HD 2, 3 & 4 New Rochelle, New York

WVIP HD 2, HD 3 and HD 4 New Rochelle, New York have been off the air with a silent feed on the HD channels. Anyway know why they have been silent all this time ?
 
Didn't they run brokered programming on each subchannel? We've seen brokered programming fail even on a full signal WWPR-HD2, so it'll be even worse on WVIP's smaller signal.
 
WVIP only ran brokered programming very briefly on a subchannel. About two years ago, they carried a Caribbean radio programmer for a few weeks (in addition to the Caribbean shows offered on the main channel).
Then they offered the syndicated Music of Your Life on HD2, Country Hits HD (programmed in house) on HD3, and a simulcast of their AM station WVOX on HD4. WVIP has been trying to rebroadcast a subchannel on a translator, but the attempt to get it approved by the FCC has been mired in challenges brought by a station that is on the same frequency.
WVIP is now broadcasting an HD1, with no subchannels. They did run a silent HD2, HD3 and HD4 for a few weeks in August.
WWPR's attempt to lease its HD2 to another Caribbean broadcaster did work out badly. The broadcast aired just for a few weeks, and then the broadcaster apparently stopped providing programming, didn't pay the leasing fee or both. WWPR HD2 ended up broadcasting an open carrier for almost a year, till it was shut down.

The HD system doesn't do any adaptive allocation of bandwidth does it? I.E. - this scenario where the HD-2 is silent wouldn't allow more bandwidth on the HD-1 channel without manual intervention, right? Seems like some of the digital artifact problems could be mitigated if the system could vary the bit rate of each channel in accordance with program material.

I tuned to WVIP, and they had only an HD1. There was no HD2, 3 and/or 4.
