WVVS Construction Permit (Valdosta State University)

I see that WVVS was issued a construction permit in March to move their transmitter and increase HAAT 46 feet. However, looking at the coverage maps, it looks like they are decreasing their coverage area. Anybody know why?

Look like they are lowering power and going directional as well.

I just read through the applications. The building they were in was torn down to make way for a new student center. There is a letter in the app file from GPB giving WVVS permission to build the new facility. Something about interference with Channel 6.
