WWAT-CD 45 Pittsburgh

What is the purpose of WWAT-CD 45 in Charleroi? It always carries the same channels and programs as WPTG-CD 69 Pittsburgh, transmits from the same site (next to the VA Hospital in Pittsburgh), except it operates at a lower transmitter power and height and its transmitting pattern is slightly directional with a null to the northwest. I think the station would be better served by retransmitting WBPA-LD 12, with which it shares its transmitter, and operates on VHF channel 12. WBPA-LD has only 3 kw and a directional signal that is very tough to impossible to receive in most parts of Brentwood and West Mifflin (less than 10 miles away).
