Edge was the actual transitional champion. The plan all along is for Cena vs. triple H. After Cena got booed out of the building when Raw was at the Meadowlands, they had to get the belt off him for a while. Since then, the boos have lessened and Edge has never really connected with the fans so they won't be as likely to cheer him over Cena.
I don't know if John Cena makes a good champion, but he may have the most crossover potential of anybody in the entire company that is a full time member of either roster.
