Wow , there is activity here !
There is no surprise that the new WWLE went unbuilt . They have held that CP for years, actually an entire decade. I believe even renewing it somehow beyond the normal 3 years. It may have made sense at the time to try to move to a frequency that would allow them to stay on the air after dark, with more than flea power to boot. Daytime only stations no longer make sense. But today, building out a new AM broadcast facility is just throwing good money after bad.
Look at what happened with WRCR's move from 1300 to expanded band 1700. It took considerable expense and effort , including intervention of their Congressman . After little more than a year WRCR switched to time -leased to radio India to fill air time as the existing format is not financially viable.
In my opinion these financially struggling AM stations should go dark. Those that come on the air once a year to keep the license alive should be forced to . They get a strict limit on the number of times this technical compliance with the law can be used before their license is canceled. This will help clean up some of the clutter on the band , especially at night.
