WWLE Cornwall to move to 1150 AM ?

Just noticed from Radio-Locator that WWLE 1170 has a CP to move to 1150 AM...does anyone have more information about this ?
 
WWLE has had this construction permit for about 18 months now. They want to change frequencies to allow them to increase power and more importantly to stay on the air at night. WWLE is currently prevented from doing so because of co-channel WWVA in Wheeling, West Virginia also on 1170. It has been that way since WWLE signed on back in the sixties. Being a daytimer worked back then. However, although 500 watts isn't exactly flea power at night ,as I have said before the days of small AM stations struggling to be heard at night has long past. There is to much chatter with so many stations on the air at night. Even with 500 watts according to their own application they will cover on 78% of Cornwall , which is an improvement from their current situation.
 
How much power does WWLE want to have for 1150 AM ?
