WWVA Back To 50 kW Night?

Ill have to check out the AM band tonight and see if its any better up my way in Upstate NY. It looks like they filed for an extension of their STA in February with the FCC since the original STA must have been near expiration. Their reasoning says:

EXTENSION OF EXISTING STA IS REQUESTED, WE HAVE MADE SUBSTANTIAL PROGRESS AND THE NEW TOWERS HAVE BEEN ERECTED. WORK CONTINUES TO FINISH RECONSTRUCTING THE SAMPLE SYSTEM, MODIFY THE PHASING AND TUNING NETWORKS AND PERFORM A PROOF OF PERFORMANCE.

Will they have to file something with the FCC to go back to their licensed 50kw or do they simply go back to 50kw as soon as repairs are done and let the STA expire.
 
I would assume that they need to file when they are completed, but they didn't change any parameters, just replaced the self supporting towers with guyed towers. It sounds like they were almost done last month. I've known of proofs done in the worst part of winter, so they could be done, or just tuning everything up before proofs are done.
 
I didn't had much opportunity to hear the 1170 last night but its signal seemed at least moderately good, with a little bit of possibly WCXN underneath at my home.
