WWVA/CC Wheeling Sold?

The sale is pending, as far as I know to Goodradio.tv (or a name along those lines). It's a group founded by the former president of the Pax TV network, and he's buying multiple small markets from CC.
 
All of cc's stations in Wheeling have been sold, not just 'VA.
 
A question.

Today when looking up the radio ratings at radioandrecords.com- I noticed that the latest book they had for Wheeling was in 2004!

Have no ratings been taken in Wheeling since then? And if so, why?
 
Some markets are embargoed from publication by Arbitron. This usually happens when stations who don't subscribe are found to be selling off of the published numbers.
