WXIX 19.1DT Having problems?

I am getting a low singnal on WXIX 19.1. Have they changed anything my strength is between 64 and 68 when it usally around 76 to 80? I am using a outdoor fm antena attached to my tv in my room up ontop of my desk I have not moved anything or changed anything. During Flamily guy at 11pm I see flashing white little lines like dots.
 
You're seeing little white lines??

Like dots???

Slowly tap your foot on the brake pedal until the sensation subsides.
