WXXI and PSA's on Commercial Stations

I was surprised to see WXXI's (PBS station in Rochester) VP for TV doing PSA's for what I think is the Greater Rochester Health Foundation (the one was that was the subject of an article in last Sunday's Democrat and Chronicle). Does anyone know when WXXI's policy changed to allow employees to promote other public groups? It used to be such a no-no!

When I worked at WXXI it was forbidden for any on-air talent to do voice-over work . Perhaps the rules have changed in recent years, yet I've never heard any other public broadcaster doing commercials or PSA's.
The only reason I can think that Orlando (the VP of TV) did a spot for the Greater Rochester Health Foundation is that it might be associated with "Second Opinion"; a nationally-broadcasted show that originates here in Rochester and is produced and distributed by WXXI.
