I think this is an error in the CDBS. If you look at the notice, it actually is a letter indicating that the Colleges and WXXI are withdrawing their request for the transfer of the CP.
 
It wasn't as bad as the D&C story implies...they caught it during routine maintenance and they were able to fix it in just a couple of hours.
