When the FCC does a FM "allotment" LPFMs, class D FMs, and Class D translators are not protected. In fact the new "allocated" FM can file a complaint it the existing Class D's are interfering with the new station's 60 db. That's why I question some folks letting their AM plant go to ruin. You might need it if it is strong enough on paper to allow you to go farther than the 25 mile rule in case your translator gets squeezed. But that another thread.I understand.
