Y2

While flipping by the broadcast subchannels in the 400s on fios, I noticed that WHYY DT2 now appears to be locally produced again and rebranded as Y2. I've thought for awhile that it was strange that it has been Create as long as it has because Channel 39 has Create on one of its subchannels. Fios has the two subchannels one channel away from each other. However, most of the programming on Y2 appears to be the beg-a-thon programming usually on channel 12.1.

Is the content on Y2 pretty much the same as it was when it was Create? PBS member stations in other markets have replaced the Create label with one that seems to imply local content, but when all is said and done, it's pretty much Create by another name.
 
It doesn't seem to have that much content. It seems to repeat the programming that you want to avoid when they are begging for money.
 
WQED has a channel that runs 24/7 pledge programming and it apparently does very well. Perhaps WHYY has tried to copy the formula.
