Though cable operators are compelled to follow some FCC rules and regulations, I am under the impression that the FCC does not have the authority to institute a-la-carte, or really control cable programming in any significant way.
 
You are correct. Any forced ala carte scheme would require an act of Congress (or possibly an antitrust ruling in the courts, but that seems like a long shot to me)
