Since I live in Wilmington, I'll give you a Wilmington dream station AM/FM and a Philly dream station AM/FM.
In Wilmington
AM 1150 WDEL, I'd keep as a live and local News/Talk format for dayparts. The AM drive newsblock and mid morning local lib talker, noon hour newsblock stay the same. The only change I'd make to that daypart is I'd drop the conservative talk host who's on air from 1pm to 4pm opposite of Rush and first hour of Hannity ( on our cross town rival) and run either a second lib host to compliment the mid morning local lib host or a topic oriented non-political talk show rather than trying to pull in the same GOP/Teaparty audience).
Keep as CBS affiliate, continue to air Phillies, Eagles, college sports. At night, when sports are not being aired, run moderate topical or lib syndicated talk into the overnights. Maybe run tape rebroadcast of both live and local lib talk shows from midnight to 5am when AM newsblock starts.
FM WSTW 93.7 - Greatest Hits format that include: 1960's both pre-British invasion and post, 70's with no disco, Motown and Soul are about 10 % of the play list. Use some of the mellower Classic Rock songs from that era too. Use some of the more melodic songs of the early 80's Billy Joel, etc.
WSTW HD-2 Classic Country 50's-90's similar to KMPS-FM;s HD-2 station - Seattle's HD station.
HD -3 WDEL simulcast
In Philly
AM 1210 WPHT keep AM local Talker, dump Rush, add second local talker for 12 noon-3pm, a live and local lib talker. Smerconish is live the entire four hours or he's out. He can do a national show originating from Philly for the first three hours, but none of that pre-recorded left over stuff. If he can't do that, then add a similar style live and local talker as Smerconish for that live and local PM drive block. Keep Phillies, and evening programming when Phils aren't on air. Midnight to 5am run taped shows of local talk from during the dayparts.
FM 94.1 WYSP, since I've made WSTW into a Greatest Hits format for Wilmington which sends a solid signal into Philly, I'd makeWYSP Philly's sports station, with Eagles and Flyers. For day parts, live and local sports talk, with plenty of highlights of previous night's games for Philly and then other key games from other cities. When not carrying Philly sports at night, air Fox Sports Radio into the overnights till AM drive.
