Not sure if this is the forum to ask this in or if there is a better one, but we are an internet radio station looking for someone who is good with video editing to make us a :30 or so youtube video.

I would say if you're unable to find somebody try your local high school. I've seen kids in my district edit up a storm with their Macs and iMovie (and some student are even more into it with a version of Final Cut). I bet if you flip them a few bucks they'd be happy to help you out.
