Z88.9 not on 95.1

I drove across the Burlington-Bristol bridge yesterday and heard a mix of WAYV and WZZO on 95.1, with no trace of Z88.9. Earlier when passing through 95.1's coverage area on 295, I didn't hear Z88.9 on there.
 
It's been a mess of tropo today. K-Love is actually heard over here like if it's transmitting on 96.7 Oakhurst. I picked up WRKI, WFAS, and K104 at exit 117.
 
It's not tropo, since I haven't heard Z88.9 on 95.1 for at least 2 weeks. The transmitter is on top of the Burlington-Bristol bridge so I should at least hear it on the bridge itself.
 
W236AF has been silent since May 2, but the silent authority was submitted to the FCC on July 27 ...
Here is the reasoning from Burlington County College, taken from the FCC authorization:

Description: REASON FOR SILENT STA

THE W236AF TRANSMITTER AND ANTENNA ARE LOCATED ON THE BURLINGTON BRISTOL BRIDGE WHICH SPANS THE DELAWARE RIVER. THE BURLINGTON COUNTY BRIDGE COMMISSION, WHICH HAS RESPONSIBILITY FOR MAINTENANCE OF THE BRIDGE, HAS RECENTLY STARTED AN EXTENSIVE PROJECT DESIGNED TO REVITALIZE, AND ENHANCE THE SECURITY OF, THE BRIDGE. BECAUSE THE BRIDGE WORK WILL INCLUDE THE PORTION OF THE BRIDGE WHERE THE STATION'S TRANSMISSION EQUIPMENT IS LOCATED, THAT EQUIPMENT HAD TO BE REMOVED TEMPORARILY TO ACCOMMODATE THE WORK. REPRESENTATIVES OF THE BRIDGE MAINTENANCE TEAM HAVE ESTIMATED THAT THE STATION'S EQUIPMENT MAY BE ABLE TO BE REINSTALLED WITHIN SIX MONTHS, AND POSSIBLY AS FEW AS TWO MONTHS. WHILE THE STATION IS OFF-AIR, THE LICENSEE PLANS TO INSPECT ITS TRANSMISSION EQUIPMENT AND FIX ANY DAMAGE THAT MAY BE IDENTIFIED THROUGH SUCH INSPECTION.
 
Could Z88.9 have put the 95.1 translator somewhere in downtown Burlington temporarily? Or would it be too much trouble?
 
And also, I noticed that 95.1 is a terrible frequency for the translator, since there were 2 other 95.1s audible in Burlington. 94.9 or 95.3 would be much better.
 
You can not just move a antenna. There has to be engineering studies done. Plus is it really worth paying for tower space for a few months? 95.1 enhances our signal over there. Also the 95.1 signal has been solid for us. Wait until it goes back online.
