Montreal is fully bilingual whereas Quebec City (and surrounding areas) is pretty much French only.

On the other hand I can see the Buffalo stations getting a chunk of viewers from Canada. Is there really much of a difference programming wise outside of news between say CTV or Global than it is with CBS or FOX ??

50 - WCFE (PBS)
51 - WVNY (ABC)
52 - WPTZ (NBC)
53 - WCAX (CBS)
54 - WFFF (FOX)

CTV & Global is mostly programs from the US networks with Canadian commercials inserted (simsub).
correct. There are a few border cities that do have CTV also, but they are few and far betweenCBC, on the other hand, airs mostly Canadian-produced content, hence its more widespread availability on cable in the border areas of the US

According to the FCC data base that's pretty much true. Notably absent appears to be:
KCNC Denver. There is also a station from Grand Junction, CO KGBY available..
