Arizona TV Station Update - March 2021

New Licenses
  • KVVU-TV 5.x (9) Henderson NV (KVVU Broadcasting Corporation) has requested a license to cover its construction permit to increase power. Technical specifications: Ch 9; TL 36° 0' 26" N, 115° 0' 25" W (Black Mtn.); ERP 120 kW H, non-directional, 0.75° elec beam tilt; HAAT 383 m (1256 ft).
Channel Changes
  • KGRF-LD 19.x Gila River Indian Community (Gila River Telecommunications Inc.) has changed from RF channel 19 to RF channel 21. Its virtual channel is now 29.x.
Programming Changes
  • KMOH-TV 6.x (19) Kingman (TV-49 Inc.) is airing MeTV on channel 6.1 and Azteca America on channel 6.2, with no other subchannels. Azteca America formerly occupied channel 6.1.
  • KAZT-TV 7.x Prescott (KAZT LLC) has branded its channel 7.5 as Encore. As of the end of March, its lineup seems to be reruns of Arizona Daily Mix.
  • KPNX 12.x Mesa (Multimedia Holdings Corporation) has added Tegna's new Twist network on channel 12.5. Twist is a channel featuring lifestyle programming and drama targeted at women.
  • KTVP-LD 23.x Phoenix (HC2 LPTV Holdings Inc.) has dropped Cheddar from channel 23.1, replacing it with CRTV infomercials.
  • KVPA-LD 42.x Phoenix (Estrella Television License LLC) has replaced the promotional video on channel 42.2 with Estrella News.
  • KDVD-LD 50.x (25) Globe (Globe LPTV LLC) dropped ThisTV from channel 50.3, replacing it with a "For Lease" slide.
  • K14RK-D 38.x Phoenix (Spanish Independent Broadcast Network) has a signal, but is not airing any programming.
  • KHDF-CD 19.x Las Vegas NV (HC2 Station Group Inc.) has added channel 19.6, airing Shop HQ.
  • K36NE-D 43.x Las Vegas NV (HC2 Station Group Inc.) has begun airing Tegna's new Twist network on channel 43.3.

  • The four investors holding primary interest in Univision Holdings Inc., indirect parent of Univision the licensees, have filed a pro forma transfer of control application to create an entity called Univision Holdings II Inc., which lies between Univision Holdings Inc. and its investors. Technical specifications: Ch 19; TL 33° 19' 57" N, 112° 3' 57" W (South Mtn); ERP 15 kW H / 15 kW V (1.2° elec beam tilt); HAAT 475 m (1558 ft).
  • KGRY-LD 28.x Gila River Indian Community (Gila River Telecommunications Inc.) has been granted a modification to its construction permit to specify a different tower approximately 60 m (197 ft) away and to operate as a NextGen (ATSC 3.0) station. Technical specifications: Ch 19; TL 33° 19' 57" N, 112° 3' 57" W (South Mtn); ERP 15 kW H / 15 kW V (1.2° elec beam tilt); HAAT 475 m (1558 ft).
  • KVBT-LD 41.x (26) Santa Clara UT (CCR St. George IV LLC) requested and has been granted an extension of its CP to flash cut to digital, until January 13, 2022, claiming delays in building out its facility due to financial difficulties brought on by COVID-19.
Construction Permits and STAs Requested
  • KASW 61.x (27) Phoenix (Scripps Broadcasting Holdings LLC) has requested an extension of its STA to broadcast only its primary ATSC 1.0 stream in NextGen format.
  • KBFY-LD 15.x (2) Yuma (Jeff Chang) has provided the FCC with a detailed timeline for completing construction of the station, per the FCC's request.
  • KPCE-LP 29 Tucson (Word of God Fellowship Inc.) has requested an extension of its CP to flash cut to digital, until January 10, 2022, claiming delays in building out its facility due to backlogged equipment installers as a result of the repack, and due to COVID-19. Word of God Fellowship believes that the station will be operational by July 13, 2021, but is requesting the extension out of abundance of caution.
  • KKAX-LP 36 Hilltop (Tri-State Broadcasting LLC) has requested an extension of its CP to flash cut to digital, until January 13, 2022, claiming delays in building out its facility due to a reduction in response of equipment installers and financial difficulties, both caused by COVID-19.
  • K03ID-D Flagstaff (One Ministries Inc.) has requested an extension of its original CP due to coronavirus-related effects. OMI is located in Sonoma County, California, which has been under a travel restriction.
  • K23BJ Lake Havasu City (Tri-State Broadcasting LLC) has requested an extension of its CP to flash cut to digital, until January 13, 2022, claiming delays in building out its facility due to a reduction in response of equipment installers and financial difficulties, both caused by COVID-19.
  • K23HB Flagstaff (Prism Broadcasting Network Inc.) has requested an extension of its CP to flash cut to digital, until January 13, 2022, claiming delays in building out its facility due to backlogged equipment installers as a result of the repack, and due to financial hardship caused in part by COVID-19. The station has also requested a waiver of 47 USC 312(g) which revokes the license of a station that does not broadcast within a consecutive 12-month period.
  • K42IQ-D Flagstaff (Edge Spectrum Inc.) has requested an extension of its CP to build NextGen digital facilities, until January 13, 2022, claiming delays due to a shortage of equipment and tower crews.
  • KMSQ-LD 15.x Mesquite NV (Tiny Tortoise Investments LLC) has requested an extension of its CP to flash cut to digital, until January 13, 2022, claiming delays in building out its facility due to backlogged equipment installers and restricted access to capital as a result of the repack and COVID-19.
  • KDLU-LD 26.x (4) St. George UT (CCR St. George IV LLC) has requested an extension of its CP to flash cut to digital, until January 13, 2022, claiming delays in building out its facility due to financial difficulties brought on by COVID-19.
 
Programming Changes

  • As quickly as HC2 added Shop HQ to KHDF-CD channel 19.6, they have already pulled it.
  • HC2 has made K36NE-D channel 43.6 a simulcast of KHDF-CD channel 19.3, airing Be In Sports Xtra.

weather on 2.2, crime on 2.3 and quest on 2.4. Currently, there is no audio on
2.4 and twist is missing entirely.
 
Hmm. Could mean that Tegna has given up trying to unload KNAZ. Maybe selling ads on the extra subchannels will help bring in Northern Arizona revenue. Or not.

KNAZ is a tough sell. The second a new buyer acquires them they lose NBC, which is part of their value. Armchair advice for Tegna would be to put a different network on the .1 to get satellite and cable must carry in the Phoenix DMA, much like the reasoning behind Weigels' recent purchase of KMOH. KPNX already has must carry and OTA in Flagstaff would be handled by a translator or placing them on a .2 instead. I still say the right owner with money and patience could make a local full power in Flagstaff work, but must-carry is key.

Moving KPNX/NBC to 2.2 makes sense.
2.1 could carry one of Katz or Weigel's diginets.
Yes, giving KNAZ must-carry status on satellite and cable in the Phoenix DMA. Meanwhile say for example 12.3 is True Crime. Instead use 12.3 as a re-broadcast of KNAZ 2.1 which is now True Crime with local ads, and while there at it, they could run local ads on KNAZ 2.2 for NBC. OTA viewers in Flagstaff (and Prescott) perhaps would have to re-scan and cable headends up north would receive NBC on 2.2 instead of 2.1. Satellite viewers unaffected, and everyone on cable and satellite would now receive the addition of KNAZ 2.1. This would also show a potential buyer the value of a standalone station (minus NBC on 12.2 and the theoretical Phoenix rebroadcast) , as opposed to the full satellite that it is now. Take a step further and use the newly freed up RF 12 in Phoenix as a translator for KNAZ using virtual channel 2.1, and use RF 12 (or 18) in Flagstaff as a translator for KPNX......

KPNX is now showing the KNAZ channels on their Weather, True Crime and Quest top-of-hour IDs.

I don't even get a "signal" for Ch. 14, and haven't for a month. Did the station bite the dust d?
Strange situation there. Last week, I was getting 70%-80% signal strength with signal quality exceeding 90% on my TV tuner stick, but was not able to pick anything up on my TVs at home. Tonight, I still get good signal strength but no signal quality. It's gone, but for how long?
 
Well, K14RK-D is back and broadcasting its full lineup. Maybe Quiñones and Herrera want to keep annoying The Media Observer just a bit longer? :unsure:;)

So now Nexstar has announced its own oldies diginet, Rewind, slated to debut Sept. 1st. Having sold KASW ch 61 to Scripps, who in turn had to sell it to Inyo when they acquired Ion (ch 51), Nexstar no longer owns a station anywhere in Arizona, nor do they own one in Las Vegas NV, so unless Nexstar signs a distribution agreement with other station groups by September, neither AZ nor Las Vegas will see Rewind when it launches. Nexstar owns KTVX and KUCW in the Salt Lake City market, so either K23NY/K28EA or KUWB/K33PC will likely get Rewind in the St. George UT area, including parts of AZ served by those stations.

KPNX's top-of-hour IDs on channel 12.5 now also show KNAZ 2.5 Flagstaff. Are you getting Twist now?
 
Scripps signed a deal to buy two LPTVs from Cherry Creek Radio: KDLU-LP and KVBT-LP St. George UT. The deal has a sliding price scale depending on digital conversion costs.

Cherry Creek also owns a few random translators in this region which apparently rebroadcast KSTU. It's really hard to find what KVBT and KDLU have broadcast and there's also repack considerations. The last time I can verify what KVBT broadcast was when it was airing KVWB in the early 2000s after having been dropped by KVBC Las Vegas (Cherry Creek's local predecessor MB Media was rebroadcasting it with local advertising, which abruptly rankled the Vegas station in 2001; it had previously been a county-owned translator of the station).

If I read correctly, I believe that Scripps is just after the UHF spectrum, namely RF channel 26. KMYU has requested rulemaking to allow them to move from RF channel 9 to RF channel 21 and will likely be granted their request. RF channel 21 is currently occupied by KKRP-LD, Scripps' KSTU translator on Webb Hill, and will be displaced by KMYU. UHF spectrum is in short supply in the St. George / Santa Clara, due to terrain necessitating two stations for full coverage, and KKRP would be forced to seek a VHF station to continue operating.

KDLU and KVBT have been silent for some time and Cherry Creek was reportedly looking to exit television and concentrate on radio. KVBT last broadcast on channel 41 and has a construction permit to move to channel 26. KDLU is licensed for channel 26 and has a construction permit to move to channel 4. The purchase agreement found on KDLU's application states that KVBT will be rebroadcasting KSTU. There are no plans for KDLU and I foresee that license being canceled as soon as the deal is consummated. I foresee the KKRP license canceled as soon as KMYU files a construction permit to move to channel 21. Scripps may or may not move the KKRP calls to K25PA, their KSTU translator on West Mountain Peak.
 
Wouldn't the translators carrying the same programming on Webb Hill and West Mtn Peak
be able to use distributed transmission? That would certainly free up some of the bandwith
on UHF.
 
Not in ATSC 1.0. There's too much signal overlap between signals from West Mountain Peak and Webb Hill,, and ATSC 1.0 does a poor job with multipath. Apparently, ATSC 3.0 does a much better job, so we may see that shortage go away eventually .

Makes me wonder what has been going on with KJZZ-TV's dozens of translators. Those services are in ATSC 1.0 on other muxes now. I know KASW's owned translator was last reported silent by you.
