A classic case was Clear Channel's use of "WFLA" as the name for three or four different talk stations in Florida; each IDed correctly once an hour but the rest of the time they all were "WFLA". Totally legal.
No different than a TV station branding as "ABC 7" even if "ABC" is not part of their call letters.

Univision was running it on the bulk of its AM's until it decided sports talk programming was a better bet. So, as AnyHuman said, it just hasn't updated its liners in a really long time. I suspect Univision knows virtually no one is listening and doesn't consider it a priority.
