I don't see how. Any closer to Salem would be too close to KKCW 103.3!KYTE definitely dropped the ball many times by not keeping up with their FCC filings. So let's say the KYTE license is gone. Is KIEV-LP's interference problem solved? Nope. The FCC will put the frequency in the next FM auction which the Audio Division has told me will be this year. You can bet the next licensee will build the monster on the mountain closer to Salem and interference to the LPFM will be worse.
People are building low power FM's that are completely encircled within the distant listening contours of high power stations.

They can come up to 3km closer to KKCW under §73.215 as long as they can propose a DA or reduced power to protect them.I don't see how. Any closer to Salem would be too close to KKCW 103.3!
