He's using Taylor's concert tour as stunting, hoping (and seemingly succeeding) to get some free publicity for a subchannel that has, maybe, dozens of listeners on a good day. Then he switches formats as intended anyway, but by then more listeners are paying attention. For those that don't understand, the FM's analog/HD1 format is and was country and they played "So Mean" and all the other Taylor Swift tunes.Not everything is necessarily monetizable. Michael Levine has known Taylor since she was a teenager. This is his way of having fun.
