Consider that Dade was the engineer for SIGA Broadcasting for over 15 years. This is strange. But while having a CP and submitting a LICENSE to cover you are allowed to test, and KLVL can simply say they are testing. I think this has more to do with how DADE was let go.

Well something changed with the 94.9 translator now. I’m not picking it up anymore in Conroe
Tropo events can make very low power stations "hearable" way, way outside their coverage area. Outside of tropos I can always pick up at least 1 of these translators 60 miles away in Coldspring. They must be on some kind of directional pattern then. Didn't even hear them during the tropos enhancement this morning. Just KEON and KLTY.I’m hearing KLVL on their 94.9 translator eating up KRUT-LP here in the heights.
Without getting into a technical discussion, if there is no on channel interference or directional null, a FM station could get line of site plus 25 to 33% "extra" coverage on flat land. I can tell you that some of the display panels on the transmitters have been tampered with. I also witnessed once that the fcc showed up at the wells Fargo and was met with some resistance for access Once they finally made it up ''somehow'' (remotely ) the transmitter power had been reduced.IIRC the FCC doesn't get to keep any fines they levy. Most likely the cost of enforcing rules takes funds from other "areas". I haven't heard of the Commission actually going out and physically check stuff unless there is a complaint lately. It's a lot cheaper to trust operator's paperwork. Some folks know this.
If Houston is as " out of control" as posters on this board would have us believe, then someone needs to make a complaint to the FCC. To the best of my knowledge no one at the Commission looks at this site.
I was not let go from KLVL. I resigned there in in 2012 after returning to KTSU. I will put the video on 94.9 KILE FM North Cleveland / Cleveland, Tx. so you can see how bad the interference was and I asked him to turn it off and he did then turned it right back on. I am not the owner of KILE LP. My 26 year old son is Dade Patrick Moore. I am Dade Louis Moore and so we went and took pictures of these antennas pointed in the wrong direction and sent them to the FCC and they showed up there the next day. Dr Arango thinks he is going to push my 26 years old son around he can KISS MY ASS and the rest of my family.
